Co-Founder & Co-Executive Director
Antonia Baskakov is the Co-Founder and Co-Executive Director of the Women in Foreign Affairs Network. She is an ERP Fellow at Georgetown University's School of Foreign Service, concentrating in science and technology with a focus on AI ethics and algorithmic biases. Previously, Antonia spearheaded the work on feminist development policy at the ONE Campaign, an international NGO fighting extreme poverty. Prior to joining ONE, she was the Strategic Adviser to the Executive Director of the Centre for Feminist Foreign Policy. She has worked in a variety of human rights-related fields, including legal research at Berkeley Law School and Stanford Law School for Professor Dr. Beth Van Schaack, the current U.S. Ambassador-at-Large for Global Criminal Justice. She also served as the Europe Youth Envoy to the United Nations International Telecommunication Union and is a contributor to different news outlets, including Der Tagesspiegel and Internationale Politik, writing about foreign, security, developmental, and digital policy from a feminist perspective.
Co-Founder & Co-Executive Director
Sofie Lilli Stoffel is the Co-Founder and Co-Executive Director of the Women in Foreign Affairs Network. She is a non-resident fellow with the Global Public Policy Institute (GPPi) in Berlin and was a McCloy fellow at the Harvard Kennedy School of Government from 2022 to 2024. Previously, she was a research associate with GPPi, where she contributed to the institute’s work on humanitarian action and peace and security. Her research focuses on foreign and security policy with a special focus on intergenerational cycles of violence and children in conflict. She has been a panelist and moderator at events such as Germany’s G7 Citizens’ Dialogue, the German Forum on Security Policy, and the International Humanitarian Studies Conference. Her analysis has been featured in The National Interest, Der Tagesspiegel, Alternatives Humanitaires, Policy Corner, and the PeaceLab blog, among others. Sofie holds a bachelor’s degree in liberal arts and sciences with a focus on international relations, conflict studies and child protection from the honors program at Maastricht University.
Executive Assistant
Demetra Chudley is the Executive Assistant for the Women in Foreign Affairs Network. An undergraduate student at Georgetown University, Demetra studies classics and politics, fascinated by the intersection between ancient and modern history and how ancient ideas affect us today. Outside of class, Demetra is the founding member of the Greek Orthodox Archdiocese United Nations Girl Delegate Program and the creator of a climate education initiative for Greek Orthodox youth, inspired by her UN work. As a delegate, she advocates for climate justice and girls’ rights, using ancient thinking as the precedent for modern change. In her free time, Demetra works on the board of the Delta Phi Epsilon Professional Foreign Service Sorority, volunteers at political events on campus, and mentors elementary students in creative writing.
External Relations Manager
Julika Holdmann is the External Relations Manager for the Women in Foreign Affairs Network. She specializes in EU trade and security policy, with a particular focus on sustainability and inclusivity. Recently, she accepted a position at the European Commission, where she works on EU trade policy and sustainable development. Previously, Julika served as a junior policy officer at the German Federal Ministry of Labour and Social Affairs and as a project manager at the Federal Foreign Office. She also gained professional experience with Gender Associations International Consulting and has held several research positions throughout her career. Julika holds a master’s degree in international affairs from the Hertie School of Governance, where she graduated with distinction, focusing on EU foreign policy. Before, she earned her bachelor’s degree in social sciences, specializing in international relations, gender, peace, and security, from Humboldt-Universität in Berlin.
Cohort Facilitator
Estelle Paulus is one of the cohort facilitators of the Women in Foreign Affairs Network. Estelle is currently pursuing a PhD at the Environmental Change Institute, University of Oxford, where she investigates food‑system resilience through complexity and systems theory. In 2024, she was invited as a Junior Visiting Fellow to the Philanthropy Chair, ESSEC Business School, examining how foundations engage with food‑related issues. Beyond her PhD, she has contributed to research on nature‑related financial risks in partnership with the Bank of England. Furthermore, she works for the Sustainability Team of the Youth Think Tank Neon Blau, founded by the National Association of German Cooperative Banks. Estelle earned a master’s degree in Mathematical and Theoretical Physics from the University of Oxford and a bachelor’s degree in Physics from Johannes Gutenberg University Mainz. Beginning in March 2026, she will commence a Blue Book traineeship with the European Commission’sDirectorate‑General for Climate Action, working on their resilience strategy (DG CLIMA).
Cohort Facilitator
Skyler McFarlane is is one of the cohort facilitators of the Women in Foreign Affairs Network. She holds a master’s degree in Social Sciences from FLACSO Argentina, Chulalongkorn University, and the University of Freiburg, where she also mentored graduate students. Skyler specializes in migrant justice, women’s and children’s rights, and conflict resolution. She worked at the California Attorney General’s Office on Hague international child abduction cases and supported the development of a Mexico-California binational mediation pilot program, conducting yearlong research on mediation’s potential. Upon completing her master’s, Skyler volunteered to strengthen US civic participation and she interned for the California State Assembly. Currently, she is a PLUS scholar for the Law School Admissions Council, with plans to pursue international human rights law. Skyler earned her bachelor’s in Global Studies and German from the University of California, Santa Barbara, where she was a longtime student leader for the American Committees on Foreign Relations, Channel City Club.
